Kirigakure no Sato

Kirigakure no Sato is lead by the Shodaime Mizukage. They've a strong and firm grip on the village, as well as just about anything involved with it.

This village currently possesses 50,000 in funds, and a 1,500 yen/ryo salary bi-daily.

Rules

1. Follow the directions of the Mizukage, and never stray away from his/her word.
   
2. Do not assault members of the village, sexually or physically. Even civilians.
   
3. Do not take it upon yourself to punish those in the wrong.
   
4. Do not steal, kill or injure.
   
5. Don't have loose lips about what you or your clan can do around enemies.

Rumors for clans are only believed by civilians, outsiders of the village and to a degree, shinobi outside of the corresponding clan.

Clans
Hoshigaki Clan: Renowned for their immense chakra reserves and their affinity for Water Release. It's said that once a decade a child with skin akin to that of a shark's, as well as eyes like one, and gills is born. It's proclaimed that they can tame sharks themselves, and use them for their bidding, and that their offspring are expected to survive against a shark past the age of eight.
Hozuki Clan: Masters of Water Release, capable of even turning into water itself. They're known for their nonchalant ways of action, and their friendly rivalry with the Hoshigaki Clan. People believe they're shamans of the sea itself, capable of breathing forever underwater.
Kaguya Clan: A clan of skilled hand-to-hand combat fighters capable of utilizing their own skeletons to fight. They're known for excessive bloodlust, and the capability for their children to fight the toughest of animals, with bones durable enough to withstand a tree being dropped upon them.
Yuki Clan: One of the most feared of Kirigakure. They're said to call upon the heaviest of snowstorms, and be able to manipulate Ice itself. The most feared about them is their ability, proclaimed to allow them to instantly freeze anything around them when they're upset.
